一、設置宗旨
(一)國立臺灣科技大學(以下簡稱本校)為執行國科會補助基礎研究核心設施共同使用服務計畫與推動本校資源整合與共享之理念,並提升各項貴重儀器設備之有效管理運用,規劃、指定及輔導各研究中心、實驗室及其貴重設備之參與運作,設立貴重儀器中心,以進行儀器之集中購置、使用、管理及維修等任務,提高儀器使用效率,提昇學術研究水準,特訂本辦法。
(二)本校貴重儀器中心(以下簡稱本中心)隸屬於研究發展處,設中心主任一名,由研發長提名,校長聘任之。下設「貴重儀器管理委員會」,研發長為委員會召集人。除研發長、貴重儀器中心主任為當然委員外,另由校長遴聘校內數名教師擔任委員,聘期一年(採學年制),連聘得連任。另置中心秘書一人,負責本中心各項行政業務。
二、貴重儀器管理委員會之職掌
(一)督導本校每年向國科會申請之基礎研究核心設施共同使用服務計畫案之儀器運作與管理。本服務計畫總計畫主持人為貴儀中心主任。
(二)審查各單位貴重儀器設備申請及退出國科會基礎研究核心設施共同使用服務計畫。
(三)審查各單位儀器設備加入及退出校內貴儀中心。
(四)規劃本校貴重儀器之購置。
(五)制定及審核本中心各項細則、法規及辦法。
(六)其他國科會貴儀及校內貴儀相關之重要事項。
三、儀器之納入及撤出
(一)校內各單位貴重儀器(購置金額500萬元以上為原則)擬加入本中心校內貴儀系統運作,須經本校「貴重儀器管理委員會」審查通過。
(二)校內各單位貴重儀器擬加入國科會基礎研究核心設施共同使用服務計畫,應符合國科會補助資格,並提供所需資料,經「貴重儀器管理委員會」審查通過後,由本中心向國科會提出申請。
(三)加入本中心「校內貴儀管理系統」或「國科會基礎研究核心設施預約服務管理系統」運作之儀器,白天開放服務時數以每週(週一~週五)20小時為原則。
(四)校內各單位之貴重儀器欲退出中心運作時,儀器管理單位須向「貴重儀器管理委員會」提出說明,經委員會同意後始退出運作。若儀器已加入國科會基礎研究核心設施共同使用服務計畫,須維持原有服務時段至服務計畫結束。
(五)國科會基礎研究核心設施共同使用服務計畫停止補助之儀器,於下年度即應撤出國科會基礎研究核心設施預約服務管理系統平台。由該儀器之儀器專家與負責技術員擬定改善方案,並由「貴重儀器管理委員會」審核是否轉入校內貴儀系統。
四、儀器之運作管理
(一)各儀器聘用一名儀器專家,提供專業上之管理與諮詢服務,儀器專家名單由委員會提出。
(二)校內各單位(系所或中心)自有設備加入本中心,貴儀時段收費標準及運作規則由貴儀中心制訂,自有時段由各單位制訂。
(三)本中心各儀器之使用管理要點、收費標準及辦法,由各儀器專家及技術員共同商定,經「貴重儀器管理委員會」同意後公告實施。
五、人員之管理
(一)各儀器由一位技術人員負責儀器之操作、維護及行政管理。技術員遴聘由儀器管理單位與中心討論後決定,其聘期除另有規定外,應以國科會基礎研究核心設施共同使用服務計畫之實施期限為準。
(二)本中心行政及技術人員之管考,應依本校聘用契約之工作職務範疇及相關規定實施;公務人員則適用考績法。
(三)本中心儀器操作人員之遴選原則,應考量教育背景、操作經驗、培訓認證及溝通表達等相關具備條件,並經通過考核評估以確定適任。
(四)本中心儀器操作人員得參與所操作儀器相關之專業研習課程,實施方式參考附表一,並列入管考項目。
(五)本中心各儀器技術人員之兼任助理人事費績效獎勵,須符合「國立臺灣科技大學國科會計畫兼任助理及研究獎助生每月費用支給上限標準表」及本中心「各儀器技術人員之兼任助理人事費績效支給標準表」與國科會相關規定辦理。
(六)中心人員之差勤管理依本校相關規定辦理。
六、經費之運作管理
(一)本中心經費來源,以國科會基礎研究核心設施共同使用服務計畫補助及各貴重儀器儀器使用費收入為主,不足之維護費應由各貴儀管理單位自籌。
(二)用戶需於繳費期限內將儀器使用費繳納至本中心在學校設立之專帳,由本校開立收據證明。
(三)本中心及各貴儀儀器管理單位各項經費支出,各貴儀儀器管理單位憑單據實報實銷,收支帳目由中心控管,專款專用。單筆支用金額 30 萬元以上需經「貴重儀器管理委員會」通過。
(四)本中心及各貴儀儀器管理單位各項經費使用,悉依「國科會基礎研究核心設施共同使用服務計畫執行同意書」及「國立臺灣科技大學貴重儀器中心儀器使用費收費及支用細則」相關規定辦理。可支用之會計項目包括貴重儀器購置費、運作費、中心行政費及儀器使用費收入。貴重儀器購置費包括貴重儀器主機及其週邊附屬設備費用。貴重儀器運作費及中心行政費包括人事費、儀器週邊附屬設備費、儀器消耗材料費、儀器維護費。儀器使用費收入得支用於人事費(僅限於支用於維持中心運作之儀器專/兼任技術員薪資與學生研究獎助金、工作費、參加國內研習課程費用)、實驗室耗材、中心之貴重儀器維護保養費用、中心之儀器週邊設備購置費、儀器設備搬遷費用及維持中心儀器實驗室環境等,不得移作他用。
(五)本中心各儀器及中心辦公室之使用空間以及相關之行政支援,由本校相關系所提供。
七、本管理辦法經本校貴重儀器管理委員會會議通過後實施,修正時亦同。

1. Purpose of Establishment
(1) To conduct the National Science and Technology Council (NSTC)’s Service Project for the Shared Use of Fundamental Research Core Facilities (hereinafter “the NSTC Service Project”); promote the integration and sharing of on-campus resources; enhance the effective management and utilization of various precious instruments and equipment; and plan, designate, and oversee the participation of research centers and laboratories in sharing their precious equipment, the National Taiwan University of Science and Technology (Taiwan Tech) has established the Precious Instrumentation Center (hereinafter “the Center”).
The Center is responsible for tasks such as the centralized procurement, utilization, management, and maintenance of instruments. To improve the efficiency of instrument use and elevate academic research standards, Taiwan Tech has formulated the Precious Instrumentation Center Management Regulations (hereinafter “the Regulations”).
(2) The Center administratively affiliated with Taiwan Tech’s Office of Research and Development and shall be led by one director, nominated by the Vice President for Research and Development and appointed by the University President, who will be responsible for overseeing Center operations.
The Precious Instrument Management Committee (hereinafter “the Committee”) operates under the Center. The Vice President for Research and Development shall serve as the Committee’s convener. In addition to the Vice President for Research and Development and the Center Director, who shall serve as ex officio members, several faculty members from within Taiwan Tech shall be appointed by the University President as committee members.
Committee members will serve a term of one academic year and may be reappointed at the end of their terms. One secretary will be appointed to manage the Center’s administrative affairs.
2. Responsibilities of the Committee
(1) To supervise the operation and management of precious instruments under the NSTC Service Project, for which Taiwan Tech submits annual applications. The Center Director shall serve as the principal investigator of the NSTC Service Project.
(2) To review applications submitted by academic departments for the inclusion and withdrawal of their precious instruments and equipment from the NSTC Service Project.
(3) To review applications submitted by academic departments for the inclusion and withdrawal of their the Center.
(4) To plan for the procurement of Taiwan Tech’s precious instruments.
(5) To formulate and review the Center’s regulations, rules, and operational procedures.
(6) To handle other major matters concerning precious instruments under the purview of the NSTC or Taiwan Tech.
3. Instrument Inclusion and Withdrawal
(1) Precious instruments (typically those with a purchase price of NT$5 million or higher) owned by Taiwan Tech departments and intended to be included in the Center’s precious instrument system must be reviewed and approved by the Committee.
(2) Instruments intended to be included in the NSTC Service Project shall meet NSTC subsidy criteria, and required data shall be submitted. Once applications have been reviewed and approved by the Committee, the Center will submit applications to the NSTC.
(3) In principle, instruments included in Taiwan Tech Precious Instrument Management System or in NSTC’s Instrument Information System shall be available for service for 20 hours per week (from Monday to Friday).
(4) If a department wishes to withdraw its precious instruments from the Center’s operations, the respective instrument management unit must submit a written explanation to the Committee and may proceed with the withdrawal only after the Committee’s approval. If the instruments are part of the NSTC Service Project, they must remain accessible for the originally committed service hours until the end of the project.
(5) Instruments no longer subsidized by the NSTC Service Project in the following year must be removed from the NSTC’s Instrument Information System . Instrument specialists and technicians in charge must draft an improvement plan, which will be reviewed by the Committee to determine whether the instruments may be transferred into Taiwan Tech’s Internal Precious Instrument Management System.
4. Instrument Operations and Management
(1) Each instrument shall be assigned one instrument specialist responsible for providing professional management and technical consulting services. The list of instrument specialists will be proposed by the Committee.
(2) Equipment owned by internal units (such as departments or centers) but integrated into the Center shall follow the service-hour fee standards and operational rules set by the Center. Usage outside of designated service hours shall be regulated by the respective units.
(3) Usage management regulations, fee standards, and operational procedures for all instruments under the Center shall be jointly developed by the instrument specialists and technicians, and shall be implemented upon approval by the Committee.
5. Personnel Management
(1) Each instrument shall be assigned one technician responsible for its operation, maintenance, and administrative management. Technicians shall be jointly selected by the instrument’s managing unit and the Center through mutual consultation. Unless otherwise specified, the technicians’ employment periods shall correspond with the duration of the NSTC Service Project.
(2) Administrative personnel and technicians of the Center shall be evaluated and managed in accordance with the scope of duties defined in their employment contracts and the relevant Taiwan Tech regulations. Civil servants shall be governed by the Civil Service Performance Evaluation Act.
(3) Personnel responsible for instrument operations in the Center shall be selected on the basis of qualifications such as educational background, operational experience, training certification, and communication skills. Their overall suitability shall also be assessed.
(4) Instrument operators affiliated with the Center may take professional training courses related to the instruments under their supervision. The procedure for course enrollment shall follow the guidelines outlined in Appendix I, and participation shall be included as part of their performance evaluation.
(5) Performance-based incentives for part-time assistants working with Center technicians shall comply with the National Taiwan University of Science and Technology Maximum Monthly Payment Standards for Part-Time National Science and Technology Council Project Assistants and Project Research Scholarship Recipients, the Center’s Performance-Based Compensation Standards for Part-Time Assistant Working with Instrument Technicians, and relevant NSTC regulations.
(6) Attendance and leave management for Center personnel shall be handled in accordance with Taiwan Tech regulations.
6. Fund Usage and Management
(1) The primary sources of funding for the Center include subsidies from the NSTC Service Project and instrument usage fees collected from users. Any shortfall in maintenance costs shall be covered by the respective instrument management units.
(2) Users must remit instrument usage fees to the Center’s designated account by the specified payment deadlines. Official receipts shall be issued by Taiwan Tech upon confirmation of payment.
(3) All Center and instrument management unit expenditures shall be reimbursed on the basis of actual expenses and supported by valid receipts. All revenues and expenditures shall be managed exclusively by the Center, with funds earmarked for designated purposes. Any single expenditure exceeding NT$300,000 shall require prior approval by the Committee.
(4) The use of funds by the Center and its instrument management units shall comply with the National Science and Technology Council Service Project for the Shared Use of Fundamental Research Core Facilities Execution Agreement and the National Taiwan University of Science and Technology Precious Instrumentation Center Rules for the Charging and Use of Instrument Usage Fees.
Permitted accounting items include the following: precious instrument acquisition and operational expenses, the Center’s administrative expenses, and instrument usage revenue.
Precious instrument procurement expenses include the main instrument units and related peripheral equipment. Precious instrument operational expenses and administrative expenses of the Center include personnel costs, peripheral equipment costs, consumable costs, and instrument maintenance fees. Instrument usage revenue may be allocated to cover personnel expenses (limited to the salaries of full-time and part-time technicians responsible for Center operations, student research scholarships, wages, and domestic training course fees), laboratory consumables, instrument maintenance costs, procurement of peripheral equipment, instrument relocation costs, and laboratory facility maintenance costs.
Funds may not be used for purposes beyond those explicitly authorized.
(5) All physical spaces for the installation and operation of instruments, office use, and related administrative support shall be provided by the relevant departments of Taiwan Tech.
7. The Regulations and any amendments thereto shall be implemented upon approval at the Committee Meeting.
